The first thing we got was an ad for Bitsum Technologies, even with the portable version, which we didn't care for, but it only shows one-time on the first run.
There's an option to "set click-through," allowing you to click through the top Window. The authors do mention that some modern and metro apps might not work with it.
You have additional choices from the app's right-click taskbar icon, including disabling toolbar menu, click-through mode, and set-top for all Windows.
Overall, having quick access to change the settings of any Window is something we find very useful and think you will as well.
