TimeZoneSetter allows you to manually set time zones on machines that no longer receive updates for whatever reason.
With this app, you can set the current time zone and adjust the time zone offset (or "bias") in minutes from the GMT or Greenwich Mean Time. You can also adjust daylight saving parameters for a time zone, such as when daylight saving begins and ends.

TimeZoneSetter also permits adjusting "dynamic" daylight saving parameters (supported on Vista and older OS) that are specific for each year. It also lets you create a backup of your time zone information if needed.

TimeZoneSetter will be useful for those that want the correct time on update-disabled machines.
