Hardware Pacers has posted a review on the Thermaltake Spark7+, here's a snip.
The Thermaltake Spark7+ cooler was able to provide 1100 MHz FSB @ 3.3Ghz Processing speed at 1.75V, however it was only stable @ 3.2GHz. On the other hand, the ugly Intel stock cooler was not sufficient enough to overclock the CPU to 2.7 GHz. Relating to noise, even @ 45C the fan was not at full speed, it only span around 4000 RPM, max is 6000 RPM."
