It's based on the same R480 GPU that is used on ATI's top-of-the-line Radeon X850 series video cards with half of the pixel pipelines disabled in the BIOS. The GPU is clocked at a healthy 475MHz with eight of the sixteen pixel pipelines enabled, while all six vertex shaders remain intact.
The chips come from the same wafer as the Radeon X850 series GPU's, but there's a high probability that the GPU's will have slight deficiencies, meaning that they probably failed QA during stress testing. Of course, there is a chance that you will be able to unlock the disabled parts of the GPU, resulting in some great value for money.
