PSIping is a simple, yet portable freeware app with a graphical interface to ping a target host.

PSIping is handy to check any website to see if it is responding, for example. You can enter the host to ping and pings per second including 1, 10, or 100.

You should be careful here not to get yourself in trouble by pinging a host too many times per second, so you're not flagged as attempting a DDOS attack.

There are two boxes near the bottom that you can type in and we're not sure what they're for. The author's website only says that PSIping is "The visual pinger." There's no other help or documentation available, but again, it gets the job done. If you're just looking to test a host to determine if the problem is you or them, this does the trick.
