A Microsoft Xbox One team member stated during a Q&A at BUILD 2014 that there are plans for an Xbox 360 emulator for the Xbox One but warned that the team is "not done thinking them through yet."  Microsoft is thinking about Xbox 360 emulator plans for Xbox One
