Experf is a small utility that adds another power plan that kicks everything up a notch to achieve the highest performance level.

The power plan is named Ultimate Performance, which is the exact opposite of what would be considered a power saver. It brings everything up to the highest performance by default, making the necessary changes to attain this high performance rather than selecting the options manually. That's really it in a nutshell. There is no UI other than the standard power options window.

Experf will work well on your desktop, where running at high performance isn't much of an issue; however, your laptop will suffer an expedited battery drain.
