Dynamic Theme can change your background or lock screen picture with daily Bing or Windows Spotlight pictures, one Bing or Windows Spotlight picture, or personal pictures.
After installation from the Microsoft Store, the Dynamic Theme background settings will open. Choose from the left side from:
Background
Lock screen
Daily Bing picture
Daily Windows Spotlight picture
Network settings
Information
Each of the above categories has numerous options similar to using a new theme in Windows; notifications, image size, stretch, picture quality, etc. The network settings are a good idea to disable downloading when using a metered connection. You can also save your preferences across all devices.
While Bing is used for daily pictures or spotlight, you don't have to use it. Dynamic Theme does not change your search engine to Bing; it only uses it to download those images.
