There is a feature in multi-core Windows versions called Windows Core Parking that, if enabled, will throttle your CPU. The Windows Core Parking default settings are designated for maximizing power savings. These default settings are not ideal for gaming or high-performance apps. By unparking cores, they will be allowed to run at the highest setting without entering a parked (sleep) state when they are idle.
