Bytescout BarCode Reader is capable of opening and reading barcodes from various image file formats.

You will be able to open and read barcodes from image files (PNG, JPG, TIFF, GIF, PDF) and extract barcode values as text (you can select and copy extracted values). You can also use Bytescout BarCode Reader to read barcodes from adequately lighted Web cameras. The interface is a little cluttered and does not have a detailed help file to aid in deciphering all the different types 1D and 2D barcode types.
