Bytescout BarCode Reader is capable of opening and reading barcodes from various image file formats.

You will be able to open and read barcodes from image files (PNG, JPG, TIFF, GIF, PDF) and extract barcode value as text (you can select and copy extracted value). Bytescout BarCode Reader can be used to read barcode from properly lighted Web camera as well. The interface is a little cluttered and does not have a detailed help file to aid in use which would be useful for deciphering all the different types 1D and 2D barcode types.
