BES – Battle Encoder Shirasé is a portable tool that will throttle CPU usage for a target process to help improve your machine's performance.

You can limit the CPU usage of a process that would typically use CPU 100%, down to 50% (or any percentage you'd like). With this, you can feel free to use other programs even while doing something CPU-intensive in the background. You can also kill a process if required through its straightforward interface.

BES will also be of use to gamers as a handy "anti-freeze" agent. Some known examples quick-fixed by BES include The Witcher 3 + dual-core (2015), Steel Panthers: World at War, Kingdom Come: Deliverance, and GTA 5 Online.

To use BES, unzip the zip wherever you like and run bes.exe with admin privileges (right-click > "Run as Administrator").
