Rage3D have found two driver issues:
1) XP drivers force the Radeon into AGP 2X.
2) How to get the new drivers to work properly with TV-Out.
So hit the Read More button for the ATI fixes from Rage 3D! Fix 1:
It seems like the XP drivers force the Radeon into AGP 2X, in order to fix that you need to use regedit and search for "AGPLevel" and change all of them (I had 6 such keys) to 4. I've verified it in PowerStrip and I while I did I also found that PowerStrip can also change the value if you uncheck "Read Only". I don't know why they set it to 2X in these drivers, I noticed no trouble with stability or anything else that indicated that it had a "reason" for being at only 2X.
Fix 2:
1. Rightclick the desktop and go to Properties/Settings/Advanced/Displays, enable TV-out.
2. Using your VGA monitor as a guide, click on the TV properties tab and press tab 6 times. This will highlight the folder tab. Once it's highlighted, press the RIGHT cursor key ONCE only to reveal the ADJUSTMENTS tab.
3. In the Adjustments panel, get to the vertical height panel by pressing the TAB key 5 OR 6 times. This will highlight the '-' OR '+' key to decrease OR increase the screen's vertical size. Now, hit enter about 4 or 5 times until you can see the TV out. **IMPORTANT**, once you can see your TV out, don't increase the height much more.
*note* if the x amount of tabs don't work try to navigate using the VGA screen, if you have an idea of where things are placed it should be pretty easy.
