As of Windows 10 version 1903 (May 2019 Update), the Start Menu is now separate from Explorer.exe allowing you to restart the Start Menu when problems occur. These reg files simply add this option to your Context Menu (right-click).

Double-click on Add Restart Start Menu.reg to add and Remove Restart Start Menu.reg to remove. Reboot or log out.
