Yes it is! both full downloadable mod and an upgrade from Tactical Ops 2.2 to Tactical Ops: Assault on Terror! Ok, in their infinate wisdom, IFG has decided to release the MOD version for those of you that can't get the retail version yet. Also there is a patch to upgrade the retail to 3.1.5.
