Well, the good thing about Steam is that Valve can rollout their games just about any time they finish a project, which makes it easily available to gamers. The way I see it Valve dosen't really need to bundle Half-Life 2 with CS: Source, if HL2 is *finished* already indeed, then I would think they would release it via Steam soon. Then whenever CS: Source is finished, they could release it via Steam as well. They don't really need to release it in a retail HL2 box. All they have to do is write on the box and in the manual 'Get CS: Source for free by visiting SteamPowered.com'
