i don't think there is a patch out yet for vice, i have the newest detonator drivers

The 1.1 patch is unsupported, and only released to fix graphics corruption seen by a few people, Rockstar recommend you do NOT install this patch unless you really get graphics corruption, as there are no other changes in this patch, and it may cause other problems.
I'd make sure all your drivers are upto the minute, close any programs running in the background (especially msn and virus scanners) and try a different sound mode in options. (Miles or D3d Hardware ect.)

I didn't have that problem yet. Just download the patch for GTA Vice City.
So it will be ok. Then you can play it properly.
