1- check cpu for overheating,
2- have u installed any tweakware, customizer.. tweak xp...; if so then uninstall them.
3- if u have been using the same HDD for long time without defragging please defrag it.
4- check for bad hardware component, like sound card, Lan-card, Internal modem, tv-tuner card etc. Remove all these components restart your PC and try installing them one by one.
5- if possible try installing other OS and check whether same problem arises.
IF u try all known options and havent found the solution then try changing the hdd itself. get/borrow from somebody and install the OS and hunt for the problem.
I hope there is a solution for u in the above options i have put up.
can u put complete specs of ur rig.

have you checked the "processes" tab and seen if any runninng process is using the cpu?
By default XP has a few things like tune-up, defrag and indexing scheduled to run occasionally and these could be causing it too
