Dont get the 5700 - no where close to 5800/5900.
If anything get the cheapest 5900 - It is a non-ultra model, but the 5800 is too so the best bet is probably the 5900.

fx 5900 ultra is a newer model that is optimized for directx 9 in hardware, is it not?
if so does that go the same for the fx 5900 non-ultra model?
does this mean a fx 5700 ultra is more capable and efficient at handling directx 9 games than a non-ultra fx 5900?

They all are optimised for DX9. None more or less. Then difference is speed.
From slow to fast it would be something like:
5600 - 5700 - 5800 -5900 - 5950.
