Radeon9200 on nforce2 Running Slow

Just recently bought a Radeon 9200(128Meg)
The system listed at the bottom of this post seems to be running slowly.
Testing on the 3dmark2k3 I got around the 1100 mark which seemed fine to me.
Yet 3dMark2k1 got only 6900 and that's about the same as my Xabre 400 64Meg card on a slower P4 System.
Have tested many games and it seems like the D3D & OpenGL is lower than it should be. I've tried changing the Advanced Display Settings, but that doesn't make too much speed difference so I put it back to the default.
I tested the HDD Speeds and they both ran around the ATA 100 Speed.
The ram's running just below CL2.0 PC2100 Speeds.
CPU Utilisation when Idle is almost nothing.
I'm running the 2.03 Drivers for the Nforce2 because of the problems I've heard from others about the 2.4x drivers.
Love the quality of the tv-out and picture quality of this card.
I'm sure it's meant to run faster than this, any ideas?
Also on a side note, I'd have to unlock this cpu to change its multiplier wouldn't I. Just curious. I want to change it to be around the same frequency of 1800, just at a 166fsb for the ram.

512Meg PC2700@PC2100 with aggressive timings
ATI Radeon 9200 128Meg Catalyst 3.5
40Gig WD no Cache
80Gig WD 8meg cache
Pioneer 16xDVD+USB Scanner+Ipaq
Using nforce2 onboard sound
Audio driver 3.17
Audio utilities 3.17
Network driver 3.13
GART driver 2.78
SMBus driver 2.75
Memory controller driver 2.75
IDE driver 2.70
Operating System is WinXP Pro SP1+ Almost all updates to the present.

the card slowdown the sustem try nvidia series 4ti or the new 5600 [direct 9] i have same specks 3dmark 2k1 12000 3d mark 2k3 3030 with 5600
That's not very helpful...
I bought this system to be able to run Tv-Out and CRT plus VIVO as well without it costing the earth.
I just noticed that the speed should be a fair bit faster than that...
My Xabre 64Meg should be beaten easily by the Radeon 9200 128Meg Video Card.
9100 isn't any better. :P
I meant 9100 isn't any better than 8500.
The Xabre drivers are known to have some "optimizations" to get more points at reduced texture quality
A faster card should have been a Radeon 8500/9100 and not the reduced 9000/9200 and as non-PRO it's even slower
I'm well aware of those optimizations.
The texture quality has 3 or 4 different levels.
At the best level of quality the Xabre still beats it in 3dmark2001se, at least from my testing.
I had a P41.8@2.1
PC2100@2400 512Meg ram
Xabre 400 64Meg (Set to Best texture quality) and it still beat the Radeon 9200 on the xp2200...
No help on tweaking this vid card for better speed with decent quality?

With manually editing the registry to TexTurboMode=0 the result is not comparable
You should compare both cards in real games and not in the heavily driver-optimized 3D-Mark

I didn't only test synthetic benchmarks.
I also tried Quake3, Unreal Tournament 2003, Serious Sam - The Second Encounter. Morrowind, Warrior Kings etc etc.
