Radeon 8500LE and Intellimouse Optical USB Problems.HELP!

The stingy gits who made it clocked it at 250/200 , and i can get this upto 290/240, but the cards settings have nothing to do with my problem-i am 100% sure of this.

i've just got me a (powered by ATI-not built unfortunately) Radeon 8500LE oem. The stingy gits who made it clocked it at 250/200 , and i can get this upto 290/240, but the cards settings have nothing to do with my problem-i am 100% sure of this. Right, here's the problem. When no program is running, the mouse suffers from massive lag, it's unbearable. When a program is running, like musicmatch or AOL, the pointer is perfect as usual, but when it's not doing anything at all, or little, the pointer is choppy as hell. I've tried different USB ports, i've tried altering EVERYTHING to do with the radeon, but only shoving in a basic PS2 mouse will make it normal.
any help out there?!??? :roll:

i'm using a Gigabyte 7ZXE. I've tried fiddling with the USB settings, both in the bios, and in XP. But since the mouse works fine when a CPU-intensive program is running, doesnt that rule out a USB problem? anwyay, i'll give usb filter drivers a go. how can i get hold of some?
