What I wanted to ask was how do I setup sending a small file from my PC to hers and vice versa.
And is there also a way for me to do network trafficing so I can choose how the speed is split between the two or see what she is doing?
Thanks in advance.

can you ping her laptop from your PC and upside down ?
which IP addresses do you have (network ones)
no, you cannot sniff what she is doing since you are using a router ... you have to configure the router to do this for you ... if your router does not offer this ... you can't do anything about that (without changing the current hard/software setup)

OP
How do I find out what IPs we have? Is it 'ipconfig /all' in command prompt?
Oh I see. I think theres a piece of software called netlimiter that splits it somehow but I want to do this sharing thing first.
So what happens if we can ping each other Merstch?

yes IPconfig would do fine
when you can ping each other it shows that general communication is possible
if sharing does not work ... its a software problem (firewall .... )
if both machines are on XP it should work out of the box by right clicking on a folder choosing "... sharing ...."
remember NOT to DEACTIVATE simply file sharing in folder properities
