Looking for a Dial-Up Networking tool...
Hi, On my 56k modem, 70% of the time I get 31.2Kbps connections. It is frustrating having to disconnect and reconnect over and over again just to get a 50.6Kbps connection.

What type of modem are you using? What OS are you using?
Well...
If you are only connecting at 30 some kbps, that is sort of telling. Do you often have disconnects? If not, your modem might be retraining after a few minutes anyway.
What happens is this : your modem trys to connect. If at that very moment the phone lines are slightly quieter than normal, you get a high connection rate. Thing is, as soon as all the girls on the lines start gabbing again, your modem might not be able to get everything through at the same speed, and it will 'retrain' the connection. The only thing you will notice is a slight pause or hiccup in your connection. To find out if this is happening, I suggest that you find a big fat file to download from a very stable source. And, get DU Meter. This will make a nice, easy to understand graph of your bandwidth.
Now, disconnect and then reconnect until you get a 50 something kbps connection. Immediately start downloading and watch the DU Meter graph for a pause with no data transmission and a slightly lower throughput afterwards.
Perhaps this ISN'T happening, but I really doubt it.
I would say your best bet is to find an init string for your modem that finds a happy middle ground between 50 and 30 kbps. Perhaps one that sets your connection to 40 or so. If you connect quickly and easily at that set speed each time, try upping it until the modem refuses to connect 90% of the time at that speed.
Please check out modemsite.com. It is really worth the two or three bucks for a three month subscription. They have init strings, all sorts of info.
Good luck.
