Had the same problem here on the second XP account which was setup as a limited user. To fix it remove nvcpldaemon from XP's list of startup programs (I personally usef Xtreq X-Setup to do this). Alternatively just get hold of the Detonator 30.xx To 40.xx Fix and run that which will also remove the offending startup app.
That'll fix the "Error Loading x:windowssystem32nvcpl.dll" error on startup and it wont affect the drivers as nvcpldaemon apprently isnt needed with the 40.x drivers anyway.
