i believe you have to flash your video card's BIOS to enable it on nvidia cards (i had to with mine). then get a program like rivatuner to enable it for you.
What are the advantages of enabling it?

gives more space for instructions to be passed... doesn't run well with fast writes though, and either can have you going faster/slower depending on how you use your card.
1. you can use registry tweaks, but they seem not to work anymore
2. check your drivers control panel, there might be such option
3. download PowerStrip which will also enable SBA and other features
-You'll find this option in adapter information
-when you do right click on the tray icon.

Many ppl report stability issues with sideband enabled. If you ask me it is not worth the effort to enable it. The AGP bus is so broad now 4x/8x that an extra sideband is useless. Particularly when then AGP cards now contain 64, 128 or 256MB of DRAM.
Using fastwrites is also NOT recommended.
