$10 a year is really nothing. Their reason is sound and valid. A small price to pay for data integrity. .

yep i downloaded the one you linked to, and ran mdxredist, but again it came up with:

Sounds to me like a corrupt download. Turn off any downloadmanagers you might have running. They tend to screw up your downloads.
You can try to unzip the file with an external decompressor first but I don't know if it can be unzipped with an external decompressor. If it says it doesn't recognize the format it can't be decompressed with an external decompressor. If it starts decompressing but halts and says the file is corrupt then... the file is corrupt and you need to download the file again.
