the create boot disk does only copy boot files .... you can also do this by sayin "sys c: a:"
you need all the rest of the bootdisk ... just take a boot disk or dl any and copy the file on it ....
there is also a bootdisk set for XP by MS (5disks)

from Microsoft Support (http://support.microsoft.com) you can download XP boot disc, and I belive the downloaded exe will create boot discket as it copies the extracted files to your discket.

A windows 98 Boot disk is still one of best to always have laying around...

Anyway try this site www.bootdisk.com it has plenty of bootdisks you can download in zip form and just unzip onto floppy

When I don't have a boot disk laying around this site will get you going real quick...
