I've found ATI's trade-up prices slightly higher than many reputable on-line vendors. Many of those same vendors also offer free Fedex shipping, while ATI charges you $15-20. If you buy from another vendor, and keep your old card, you can either use it in another system, or sell it to someone else, or just strip the gold contacts and throw it away.
All things considered, the trade-up program would not seem to be a win-win for the consumer. :(
